重审MRT3料不会大砍
建筑工程合约
(吉隆坡11日讯)捷运公司仍在研究捷运第三路线(MRT3)的路线规划,分析员认为,大幅缩减计划可能性极微,但对新预算案可能砍掉其他发展开销,则持谨慎态度。
尽管2018年希盟政府上台之后,有过大砍MRT2等大型基建预算的先例,但大马投行研究分析员此次认为,MRT3计划被大幅度更动的可能性不高。
而且最新的捷运路线采用了私人融资倡议,也分散了政府可能大砍拨款的风险。
捷运公司日前透露,正在详细和全面研究拟议中的MRT3,以尽量减少项目对公众的社会影响,尤其是土地征用。
此举引发公众对MRT3可能又再缩水的担忧;除了2018年希盟政府上台后大砍基建预算外,新的团结政府早前也有喊停前朝政府防洪项目的先例。
不过,分析员对现有的MRT3计划颇具信心,除了相信改动可能性不大,也认为招标计划可以照旧,并在今年下半年颁发。
MRT3项目共划分为3个土木工程配套,据了解,IJM(IJM,3336,主板建筑股)、双威建筑(SUNCON,5263,主板建筑股)、金务大(GAMUDA,5398,主板建筑股),以及WCT控股(WCT,9679,主板建筑股),都参与到竞标当中。
建筑股比一比
发展开销或缩水
比起MRT3,分析员更担心的是,政府紧张的财务状况,将导致原定的950亿令吉发展开销缩水。
“早前的抗疫和大量的刺激政策,导致政府财务状况很紧张、国债也维持在高水平。如此下去,未来的公共基建项目,可能也会采取私人融资倡议,来减缓政府庞大的开销。”
若真如此,私人企业有意参与到基建建设中,将要承担起更大的融资风险。
事实上,我国的建筑领域仍未走出低潮,根据建筑工业发展局(CIDB),今年至今,我国仅颁发了21亿令吉建筑合约,包括5亿令吉政府合约,以及16亿令吉私人合约。
去年全年,我国建筑领域总共获得1350亿令吉合约。
虽然看好未来合约数可以提高,但大马投行研究仅给予建筑领域“中和”评级,并点出公开招标以及原料成本高涨,都可能压缩本地建筑业者的赚幅。
