JHDP has resumed construction of the power plant in May 2020
I have obtained email confirmation from Jaks' management that the construction of the 1,200MW power plant in Vietnam has fully resumed in May 2020.
This is consistent with the Vietnam news below.

"As planned, the first set of machinery of the project should have been put into operation at the end of February and connected to the national grid in March 2020.
However, Covid-19 greatly affected the progress of the project. Especially, a trial run of the set had to stop from January for lack of Chinese experts and workers.
To run the machinery, Chinese experts and workers are indispensable. There are positions that require high technical qualifications and seasoned experience in management and foreign languages. Therefore, Vietnamese laborers cannot meet the requirements in a short term but need time for training and conversion.
Thanks to the Vietnamese Government's attention to removing difficulties, in early May, the provincial People's Committee agreed to let 513 Chinese workers of Jaks Power Co., Ltd. enter Vietnam. To date, 446 of them have arrived in Hai Duong and completed medical quarantine. At present, 688 foreigners are working at the plant construction site.
Leaders of Jaks Power Co., Ltd. affirmed that upon the return of Chinese experts and workers, the enterprise would accelerate the construction progress, give another trial run to the entire first set of machinery this July, complete grid connection and the first generation time of the set, and start commercial generation in September."

Summary
The construction of the power plant has fully resumed in May 2020. Unit 1 of the power plant is expected to synchronise connection with the national grid in July 2020 and starts electricity generation trial run for 2 months during which JHDP will receive Energy payment from Vietnam EVN. Upon obtaining the provisional acceptance certificate after successful trial run, Unit 1 will commence commercial operation (COD) which is likely to be in September or October 2020. Unit 2 is expected to achieve COD in Q1 2021.
