Synopsis
Koon Yew Yin since retirement as an Engineer has been a high profile commentator and speaker on public interest issues. He is also well know as a philanthropic investor.Koon has hands-on exprience in World Bank guideliens on procurement. He believes that those World Bank safeguards and procedures, which include the system of tenders, help prevent corruption and abuse of power. Koon will also stress the importance of open tenders as opposed to "negotiated tender", the latter as practiced in Malaysia.
Besides expositing the current weakness in the Malaysian system of tendering, he will also discuss ways to minimize abuse of power in the procurement system for mega projects at all levels - local, State and Federal.
